Where is the footage kept?

On a recorder in a locked room or cabinet. Only those responsible should have access to it.

Can residents watch the cameras from a phone?

Technically yes: viewing access can be given to the people who need it. Who exactly is for the residents and the managing organisation to decide.

Who selects cameras for the site?

We do: we visit, inspect the site and select equipment for the task and budget. The visit and the estimate are free.
